No. A mapped network supplies available spatial context. Connection feasibility, technical conditions, operating status and spare capacity need separate confirmation.

What the layer does not establish
An unsuitable scale or incomplete coverage is not evidence of an absent network. The passport’s Urban chapter covers street and building context; utility networks are found in the layer catalogue.
