Short answer

Which source establishes a particular item?

NAPR supports registration records, municipal GIS supplies spatial and zoning information, and TAS covers architecture cases. OSM is supporting context; a source’s role must be tied to the specific record.

Documents and maps provide different evidence

An official cadastral plan supplies boundary-drawing evidence. A general basemap or user polygon cannot replace it. A registry entry does not by itself establish a project’s applicable conditions.
