Understanding K1, K2 and K3 coefficients

Short answer

Can K2 establish the permitted construction area?

Multiplying K2 by an area does not establish a building permit or guaranteed buildable envelope. Such a result in Atlas is a preliminary calculation requiring verified inputs.

Three different indicators

  • K1 — building-footprint or site-coverage indicator.
  • K2 — development-intensity indicator.
  • K3 — green-space requirement indicator.

Check the calculation chain

  1. Verify registered area and the area basis relevant to the specific calculation.
  2. Check the GIS intersection, exact zone code and numbered subzone.
  3. Identify the corresponding rule and verify the applicable edition.
  4. Only then read the formula and list restrictions that remain unresolved.

Why a number may be absent

A general residential category does not establish a subzone. If an input is unverified, the coefficient may remain unknown. Applying the largest K value across an entire multi-zone parcel would be an unsupported assumption.
